CALL FOR PROPOSALS FOR CHILDRENS’ ART WORKSHOPS
HULLABALOO! OFFALY’S CHILDREN’S ARTS FESTIVAL
Offaly County Council Arts Office is seeking proposals from artists, musicians, filmmakers, drama practitioners, dancers, writers (and more!) for workshops/performances and ‘mini camps’ during Hullabaloo! Offaly’s Children’s Arts Festival, taking place between Wed 2 Nov – Sat 5 Nov 2022 in Birr, Clara, and Edenderry and libraries across Offaly.
Proposal for Workshops
Your proposal should be for a short innovative creative experience for children for age ranges up to 12 years (such as 3-5yrs, 6-8yrs or 9-12yrs). Any art medium will be considered.
Workshops should last no more than an hour for younger children and a maximum of 2 hours for older children. Workshops can be scheduled for Birr, Clara, Edenderry and selected Offaly Libraries.
Note: Offaly County Council Arts Office highly advise the following:
- That artists have their own form of transport or access to transport. Although there is a train service from Dublin to Tullamore/Clara, public transport between the towns of Edenderry and Birr are infrequent. Festival staff are otherwise engaged and cannot transport artists to venues.
- If successfully selected, please ensure that you are available for the four days of the festival in order to facilitate scheduling. Being available for just one day is not feasible.
Proposals are required to detail the following:
- CV with referees
- Description of the workshop.
- Age range that the workshop is intended for.
- Max number of children per workshop (min 12)
- Location/Venue you wish to hold your workshop/performance in.
- Budget should be inclusive of all costs including any materials, your *fee and travel (please outline each element separately)
- All artists are required to hold an in date tax clearance number and access number please include same on your proposal.
- All artists are required to show that they hold appropriate insurance cover for the event, please send copy of your insurance policy with your proposal.
- Please state if you have had any child protection training or have been garda vetted by OCC or another organisation before.
- Indicate which days you would be available for the workshops
Artist Fees
Workshop fees are standardised
€80: 40min – 1hr
€100: 1.5 hour
€120: 2 hour
Do not include VAT as VAT is not charged on educational workshops or performances.
Travel expenses are standardised and are based on your return journeys (in kilometres) from Home/work to Venue – please state an estimate for your journey in your proposal – travel will be paid on the basis of actual petrol receipts (based on your proposal).
Materials: Reasonable costs will be given for materials
Assessment Criteria
Proposals will be assessed on the following:
- Quality of Submission 20%
- Value for Money 20%
- Experience of delivering similar workshops. 20%
- Quality of art experience for the children. 20%
- Innovative Workshops/performances 20%

Note: Successful Applicants will be required to:
- Read and sign child safeguarding statements and Health and Safety Policies
- Provide an in-date tax clearance certificate and access number
- Sign the festival agreement
